Vigilus has new fluff and tons of rules. I got both, having sold my old CSM Codex to get the new one, but that's more to have all the datasheets in one place.
The Vigilus series is the single best set of campaign supplements GW has ever released. If you've ever thought about narrative play, it's a pair of books that offer near infinite replayability. I bought the codex as well for the ease and because they updated the power levels - which we use for our narrative campaigns.
